The Gujarat Infrastructure Development Board (GIDB) stands as the supreme Apex Authority for all infrastructure development within the state. Led by the Honorable Chief Minister, GIDB holds exclusive jurisdiction over the most critical decisions — including approval and modification of development plans, town planning schemes, and general development regulations. These core functions cannot be delegated to any sub-committee, preserving the integrity and weight of the Board's mandate.

The Executive Committee, headed by the Honorable Minister of State for Industries, operates as a delegated body under GIDB. While GIDB retains the authority to assign certain powers and operational functions to this Committee for efficient governance, the Executive Committee cannot exercise the core, non-delegable functions reserved exclusively for the Apex Authority. This ensures a clear chain of command and accountability.

IMPORTANT GOVERNANCE NOTICE
While GIDB may delegate certain operational powers and functions to its Executive Committee for administrative efficiency, the core functions of the Apex Authority — including the approval and modification of development plans, town planning schemes, and general development regulations — shall remain directly under the jurisdiction of GIDB and cannot be delegated to any sub-committee or subordinate body. This structure ensures that key decisions regarding development in Gujarat are made at the highest level of governance.
